Information for councils
Introduction
The Asbestos Safety and Eradication Agency (ASEA) have commissioned Heartward Strategic to gather evidence to support councils to more easily develop successful asbestos interventions.
Councils are at the frontline of combating the illegal dumping and improper disposal of asbestos, and they do so with varying resources available to them, and with a range of different methods.
Building on experience from across Australia
The aim of this research is to learn from councils by collecting and analysing information about strategies, programs, initiatives and campaigns, to uncover best practice examples, share information and lessons learned, and develop a Toolkit freely available for use by all councils.
Participation by councils in the research:
- is voluntary
- will take approximately 10–15 minutes
- will involve answering questions, with the option to upload any relevant intervention materials.
Councils can choose to:
- consent to being contacted by Heartward Strategic to enable more information to be gathered for the Toolkit.
All information collected through this survey will be treated as confidential. Any public reporting will not identify your council as one that has participated unless you have given express permission.
The Toolkit – creating a resource for councils large and small
By participating in this research, you will help:
- co-create a resource to assist all councils with preventing asbestos exposure
- develop an evidence base to inform business cases for funding
- share best practice, successful interventions and lessons learned from direct experience
- contribute to the adoption of a more effective and consistent approach to asbestos safety.
Early findings from the research will be presented at the Asbestos Safety & Management Conference, 19–20 May 2022. Then later in 2022, a Toolkit will be produced and made freely available for councils to share learnings and increase effectiveness of interventions to reduce illegal dumping and improper disposal of asbestos across Australia.
Who is this survey for?
This survey is best completed by council staff who have some responsibility for, or oversight of, the development and implementation of council’s waste management strategy, including illegal dumping and the prevention of asbestos exposure, or who are involved in collecting data about or evaluating relevant initiatives. Where relevant, please also share this web page and survey link with your council colleagues and encourage them to complete the survey.
Survey period
The survey will launch on 11 April 2022 and will be open until 3 June 2022.

Outcome of survey
Thank you to all those who participated in the survey which contributed to the development of this Guide. The Guide has now been published and is available here.
